      <title>
        <bold id="_bold-8">Introduction</bold>
      </title>
      <p id="paragraph-7cb1d49eed3b63c8a8c9d992ff6ec815">World practice shows that the tourism sector is considered as one of the sectors with high potential in the national economy. A major factor in the rapid growth of this sector is the processes of globalization, increased demand for travel among the population, the development of logistics and digital technologies, as well as the expansion of political and economic cooperation between states. Tourism is important not only in gaining a share in the gross domestic product, but also in solving many social and economic tasks, such as the creation of new jobs, the development of small businesses, the improvement of Territorial Infrastructure, the preservation and promotion of cultural heritage [1].</p>
      <p id="_paragraph-9">In order to fully realize these possibilities of tourism, it is necessary to ensure interconnection and cooperation between all its sectors. Because tourism is a multifaceted system that offers integrated services to customers, in which directions such as hotel, catering, transport, cultural and educational programs, trade, banking, guidance and information technology should operate simultaneously and harmoniously. Managing these networks as an integrated and harmonious system, rather than separately, and creating synergies between them, will contribute to the sustainable and competitive development of tourism [2].</p>
      <p id="_paragraph-10">Synergistic approach theory states that higher efficiency can be achieved by interaction and integration between different systems on the basis of value added, i.e. the principle "1+1&gt;2". Applying this approach to the tourism sector - requires strengthening cooperation between all sectors involved and stakeholders (government agencies, private sector, local residents, tourists). Especially in the context of the digital economy, the need to reorganize the tourism sector through innovative technologies, integrate databases, personalize and systematize services is growing [3].</p>
      <p id="_paragraph-11">In recent years, special attention has been paid to the development of the tourism sector in the Republic of Uzbekistan, including measures such as the law on tourism, the concept of Tourism Development in the Republic of Uzbekistan (2019-2025), the organization of tourism clusters in the cross-regions, the expansion of international flights, the launch of e-Visas and tourist portals [4].</p>
      <p id="_paragraph-12">At the same time, mutual cooperation between tourism networks has not yet fully developed, services do not complement each other, but, on the contrary, compete in some cases. There are certain interruptions between infrastructure and services, issues such as standardization of quality of Service, Coordination of service providers, information exchange have not yet found a solution. This leads to a decrease in the overall quality of the tourist product, to the inability to fully meet the needs of tourists [5].</p>
    </sec>
    <sec id="heading-5014ddaaaac0b829aab9af9a2222f5a4">
      <title>
        <bold id="_bold-9">Review of Thematic Literature</bold>
      </title>
      <p id="_paragraph-14">An analysis of scientific literature on the synergistic development of Tourism networks shows that theoretical approaches and practical proposals in this direction are formed differently within different countries and schools. While some scholars have cited inter-sectoral integration and clustering as the main strategic mechanism, others have given special attention to the harmonization of tourism through the principles of digitization and innovative management [6].</p>
      <p id="_paragraph-15">M.. In his work "clusters and national competitiveness", Porter argues that association in the form of clusters in complex networks, such as tourism, serves to increase economic efficiency. He argues that a cluster is a space that provides constant information exchange, competition and cooperation between interconnected networks and organizations, and is the most effective form of synergistic effect [7].</p>
      <p id="_paragraph-16">Another important area of scientific research in this direction is the application of synergistic management in tourism. In his opinion, a synergistic approach in the field of tourism makes it possible to achieve dynamic stability, that is, to achieve development by fully mobilizing internal resources and creating harmony between different elements in the system [8].</p>
      <p id="_paragraph-17">Reports published by the World Tourism Organization (UNWTO) in 2022 and 2023 cite digital transformation in tourism, strengthening public-private partnerships and creating innovative cooperation platforms as one of the decisive factors for the sustainable development of Tourism [9].</p>
      <p id="_paragraph-18">The number of studies conducted on this topic in Uzbekistan is increasing.hehe number of studies conducted on this topic in Uzbekistan is increasing. N. In his research, Rajabov was critical of the non-conformity of existing infrastructure and service sectors in the territorial development of Tourism and proposed a clustered approach. In his opinion, tourism networks should develop not separately, but interdependently, otherwise the territorial potential will not be fully operational [10].</p>
      <p id="_paragraph-19">Also, Sh. The scientific work prepared by Hamraev raised the problems of strategic planning and logistics in the management of tourism infrastructure in Uzbekistan. It offers the introduction of digital technologies, information platforms and the concept of a "common tourist product". His critical conclusion is that the coordination mechanism in the cross-section of tourism sectors is not functioning sufficiently, leading to parochial quality of Service [11].</p>
      <p id="_paragraph-20">At the same time, the institutional aspects of cooperation between tourism sectors are less covered by local researchers, such as the functions of public governing bodies, private sector participation, public control. This creates difficulties in making research on the subject practical and in developing targeted policy proposals.</p>
      <p id="_paragraph-21">In conclusion, although the concept of synergistic development of Tourism networks in existing scientific sources is developed as a basic theoretical concept, studies taking into account its mechanisms and local features of realization in the conditions of Uzbekistan are insufficient. This will further increase the relevance and scientific and practical significance of this article [12].</p>
      <p id="_paragraph-22">Scientific research on the formation of synergistic approach and integrated management systems in the field of tourism is enriched by various theoretical schools and experience-based approaches. Based on the views of world and domestic scientists, it can be said that the issue of synergistic development of tourism is multifactorial and requires ensuring a balance between different sectors.</p>
      <p id="_paragraph-23">F.. Kotler, D. Bowen and Dj. In their work "Marketing for Hospitality and Tourism", mckens cited integrated marketing and strategic partnership as one of the key elements in the management of the tourism industry. According to them, cooperation between service entities (hotel, restaurant, transport and excursion organizations) should create a single, harmonious and value-effective experience for the client [13].</p>
      <p id="_paragraph-24">J.. Tribe, in his work "the Economics of Recreation, Leisure and Tourism", views the tourism system as an economic system, arguing that synergistic development can be achieved through efficient resource allocation, pooling supply chains, and seamless communication between partner entities. So synergetics should be here an approach that blends with social stability and environmental responsibility, not just economic efficiency [14].</p>
      <p id="_paragraph-25">Meanwhile, P. Hall and G. Researchers such as Page highlight the need for multisector management models and methods of territorial cooperation in shaping tourism policies. In their research, they have promoted a "governance-based" approach in the development of tourism that requires the joint action of the local community, private sector and NGOs, not just the state [15].</p>
      <p id="_paragraph-26">Local researchers include F. In his article "strategic directions for the formation of tourist clusters in Uzbekistan", do notomatov justified the need to create functional synergy based on the exchange of information, logistics and personnel between regional tourist clusters. So far, the existing cluster projects are focused more on infrastructure, and the mechanisms of adaptation between networks are not fully formed.</p>
      <p id="_paragraph-27">Sh. In his research, qurbanov proposed to create a synergy of sifrovaya by digitizing tourism infrastructure in Uzbekistan and implementing the "Smart Tourism" model. He has done an in-depth analysis of the possibilities of harmonizing tourism sectors through digital platforms (booking, review, payment).</p>
      <p id="_paragraph-28">Viewed from a critical point of view, while many studies are rich in theoretical foundations, their application to practice has not yet been sufficiently developed, especially in the local context. For example, a lot has been written about tourist clusters, but in their real activities, multisector control or inter-network KPI systems are poorly observed. Also, collaboration platforms are in an episodic and decentralized state in most cases and do not give a real synergistic effect.</p>
    </sec>
    <sec id="heading-02a8e2495cb0d3c19b5e5284ee953906">
      <title>
        <bold id="_bold-10">Research Methodology</bold>
      </title>
      <p id="_paragraph-30">In this research study, the researcher will assume a qualitative and analytical approach to explain the connection between theoretical and empirical observation of the processes involved in the synergistic development of Uzbekistan in the context of tourism development. With help of systematic, comparative, monograph forms of writing, the author evaluates the inter-play between the tourism sub-sectors like accommodation, transportation, gastronomy, cultural excursions, as well as information services. Secondary sources are used, first of all, to analyze the processes of integrating sectors; they will include official data, governmental plans, and academic sources. Special emphasis is placed on understanding quantitative trends related to the number of incoming tourists, the level of revenue obtained through tourism, the indicators of infrastructural development between 2020 and 2024 with the help of synergetic theory stating that the combined management can produce the results that cannot be reached by integrating the numbers demonstrating the performance of the separate parts. The identification of patterns and gaps in services coordination, digitalization, and management of the clusters would be carried out by means of logical induction and deduction methods. Moreover, it is possible to trace the shifts in policies and institutional reactions to tourism development challenges with the use of historical-evolutionary approach. The conceptual framework of examining the role played by multisectoral cooperation and strategic governance in efficiency can be achieved based on works of global scholars like Porter, Kotler, and Tribe and local scholars. The paper also employs the concept of grouping and typological categorisation of management strategies to show which models most facilitation of synergy. The combination of policy review and statistical analysis, as well as critical interpretation, which the research methodology has brought, reveals the potential and limitations of the current tourism management framework in Uzbekistan, thus paving the way to a set of evidence-based recommendations.</p>
    </sec>
    <sec id="heading-c21056d06adb51f724f11659bc134ecb">

      <p id="paragraph-0022f9496ebd1efcbd4bf3eebb958133">In modern conditions, the tourism sector is one of the most dynamically developing areas in the world economy. It is important strategic in attracting foreign exchange receipts, increasing export services, creating new jobs, developing small and medium-sized businesses, revitalizing territorial economies, and preserving cultural heritage. Tourism has become one of the key sectors in diversifying the economy and ensuring social stability, especially for developing countries.</p>
      <p id="_paragraph-32">Uzbekistan has also identified tourism as an important pillar of national development and has been making rapid reforms in this direction in recent years. The increase in the number of hotels, the introduction of the e-visa system, the development of infrastructure and transport networks, the organization of large events on cultural and pilgrimage tourism indicate the formation of great potential in the field of Tourism.zbekistan has also identified tourism as an important pillar of national development and has been making rapid reforms in this direction in recent years. The number of foreign tourists arriving in the country in 2023 exceeded 6 million, clearly demonstrating the recovery and growth trend after the pandemic.</p>
      <p id="_paragraph-33">At the same time, despite the pace of growth in the industry, there are a number of problems with the complex, systematic and inextricable development of Tourism. Including:</p>
      <p id="_paragraph-34">1. The level of mutually coordinated cooperation between different sectors in the tourism sector (hotel, catering, transport, excursion, crafts, information services, etc.) is low;</p>

      <p id="_paragraph-44">Analyzing the data presented in the table, the following conclusions can be drawn: in 2020, the number of foreign tourists fell from 6.748 million (2019) to 1.504 million people, tourism revenue decreased to 395 million USD – which openly shows the impact of COVID 19; in 2021, the market entered a slow recovery - tourists reached 1.881 million USD, income reached 679 million USD (0.98% share in GDP); in 2022 - the recovery process million (+177%), revenue amounted to 1.61 billion USD (+137%) and share in GDP ~2% ; 2023-close to record result: 6.626 million tourists, representing an increase of +26.7% compared to 2022 (Table 1).</p>
